i am currently in an are with no network service. i have a wifi connection and i have been getting some apps. however some of these apps require an email set up on my phone. i had to completely wipe my phone a few weeks ago so the email that was set up is not there now. is there any way to set up and email account on the storm2 over wifi, with out network service?

no, i got a new computer and didn't back up my phone on the new computer or transfer them from the old computer

Do you have Blackberry Internet Service? Cuz if you don't, you won't get email one way or the other. If you do have BIS, log in to your account on your computer and add your email accounts there. Don't forget to re-send your service books as well.
