im pretty sure the storm uses the same technology as the old generation ipods where it needs your finger to be the thing that controls. There are a pair of gloves that let the thumb tips pop off. search its somewhat been talked about before
...but to answer the original poster's question, I would say YES. The DOTS website already specifically mentions that it will work with the iPhone and the STORM shouldn't be too different.
I doubt they will, most touch devices are not optimized for gloves with the exception of some high end gps units, I have a Garmin Zumo that works with gloves, but its made for my motorcycle and riders typically wear gloves while riding
