Unless you work for/in/with the Department of Defense, yes you can uninstall them.
They allow the government to read all of your emails, messages, files, pictures, tasks, recipes, life goals, mistress' numbers, and track you wherever you are (unless you wrap your entire body and storm in metallic foil)...
That plus they're used by DoD for verification and signatures in their PKI.
