Can you use the Storm without the data plan?

What I want to know is can the Storm be used without having to purchase the data plan. i.e. if I wanted to say purchase the new Storm 2 and then give my Storm 1 to a family member who does not need web (internet) access...would that work?

If they take the phone and do not have the data plan, then the internet service would just be billed on an 'as used' basis. Are there any background apps on the Blackberry that would use data? i.e. email or anything. Or does the Storm require the data plan period to even run on Verizon?
