    You can only call 911 when the phone is locked, to call other numbers you gotta unlock the screen. You can however receive calls while the screen is locked.

    Okay, serious?

    Now why would you LOCK your screen and expect to be able to call while its locked? Its locked. You cant dial. They would change the term to:

    "Screen sorta, kinda, locked" if this were possible....
