You can purchase an unlocked Storm on many many sites, heres a couple to guide you the right way;

If you search around you'll most likely be able to find one for a decent price.
Just to let you know, you won't be able to get 3G on the Storm due to Verizon uses a different 3G frequency so you'll be stuck with EDGE, which is decent.

Verizon Wireless is a CDMA carrier and T-Mobile USA a GSM carrier. Storm2 supports both, but for GSM as far as UMTS goes, only 2100Mhz frequency band that is most commonly used in Europe/Japan (reason here being that you can have 3G connectivity abroad on GSM, while using CDMA at 'home' = the States).
T-Mobile UK resides in Europe, hence the UMTS frequency for 3G there is 2100Mhz. This allows for the current Storm2 model to be used on their network without modifications. North America is different, so an unlocked Storm2 will give you EDGE connectivity, but no 3G on T-Mobile USA.

Yes you will be able to update the OS.
Craigslist is a good place, also, to look for a Storm. As long as you find an unlocked one you can use it with T-mobile.
Or, if you're feeling adventurous you can unlock it yourself. I'm a 52 year old female and I just unlocked my 4th phone!!!! If I can do it, anyone can - you just need to be able to read and follow directions explicitly.

Running a Storm on T-mobile you should be able to do everything it does on Verizon.
Yes. I have an unlocked Storm 9550 that I used on T-Mobile.... And even though it was on EDGE it did seem pretty quick for my needs.... And yes you can update the OS on it. :)
