No, that option is for running different Storm radio files with a different OS. So if your phone worked great running 607, but you had an issue dropping calls on 713 you could run the 607 radio in your 713 OS.
You need to use a radio file from a 9550 OS, other ones won't work.
Due to hardware limitations a 9550 will never get 3G service on Att.

Yea, you're basically making your own simple hybrid OS when you use the "radio swap" in Shrink-A-OS. The tool isn't as relevant and used as it once was in the early days of the 9530 before it had OS 5.0.
At that time there was a new leaked OS at least once a week. Most of these were very unstable, so being able to swap to a different, more reliable, radio helped many people out.
Now I believe it's mostly used by people like you, running a 95XX on Att or Tmobile. Some OS' have difficultly holding a steady EDGE connection, so swapping the radio will help with that. Like I said above, it gives the user the ability to run the latest OS, but still have a reliable EDGE connection.
