BES Activation Progress Indicator Stays at 0%

I have upgraded two Storms with the new .148 OS from Verizon and both have displayed behavior of listing Enterprise Activation to our BES at 0% all the way until the Activation Complete message. Has anyone else seen this with Storm at .148 and activation on BES?
