The sample pictures are 480x360. Does a picture have to be 480x360 in order to fit correctly as the home screen? Is there a way to edit the photos you take on the phone's camera to make them fit the whole screen like the sample pictures do?

If you're willing to take the time to transfer the pictures off the phone, sure. I'm not sure if the phone has any built-in cropping or resizing ability.
Upload whatever photos you wish to your Blackberry storm. Once you are viewing it under your Media folder, zoom by double clicking appropriately and moving the image to however you wish to fit the screen. Press the blackberry button and then set as wallpaper.
