The first version of Weather Bug I downloaded did that. Then I downloaded it from another link and it worked the way it should. Sorry, I don't remember where.

Mine works fine. I would un-install it and then clear your browser cache and pushed content. Now go to the OTA apps thread and download with your Storm.

I noticed in your picture what looks like two different versions of weatherbug running. If this is the case uninstall both and reinstall using the OTA link.
