It cannot be done by you. This has been discussed ad nauseam... it could maybe be done through programming in the OS. But no one knows if that will ever happen.
I don't think this is possible.
Do a search or look under the tips & tricks section of the forum. You will find many ways to improve the application memory. As I understand it you have 1 gig of internal storage. This is where the actual applications and things like photos are stored (unless you use the SD card). Then you have your application memory. This is like RAM on your computer. This is really where your concern should be. Again do a search and you will find lots of tips. It would be too much to retype here. Good Luck!
Why? I would think 128MB would be more than ample space for apps but that's just me.

Because after everything else that goes into this 128MB of app memory, there is not really a whole lot left for actual applications. ;)
Really? I've seen people running upwards of 30 apps on their storm. At one point I had 27 but I found I didn't use most of em after the first week so I got rid of em.

Thanks MORF32. I stand corrected. I did explain it incorrectly. The 128 MB is what we are really worried about. I tried to explain that there are ways to free up as much of that 128MB as possible. I noticed that he is a newbie and wasn't sure if he was aware of the different things that could be done to help out. Lord knows it took me a while to figure it all out.
PHATKID0069 - I have approximately 27 different applications on my phone. I run around 35 MB and my phone never has a problem. I would think you would get more than enough apps on your phone. The biggest differece that I have seen on these phones is loading the latest OS leaks. Currently at .148 and love it!
