Everyone had their favorite settings mine are 100 100 6. That's like asking what are the best settings on computer each one is unique
But he first two are intervals measured in milliseconds for response and the last is simply how sensitive your screen is

I'm sorry, but is there a reason you don't read your manual to find out exactly what each setting means and then adjust to your preference?
If people read the manuals, or even just looked for the answer to their specific question in the manual first, this whole forum would be so much cleaner.....
Here's a little something that I found on the Vzw site
Tap Interval - the time between taps required to initiate a double tap (i.e. zoom).
Hover Period - the time the user hovers on the screen before "Fine Cursor Control" enables, or the search sender/subject by hovering on a name in the Message List.
There's a manual? All I got were two little booklets called tips and tricks and half of those were devoted to Verizons awful applications. Where do I get a manual?

Its also just pretty much common sense. Tap Interval=the interval between taps. Hover period=the period of time you hover over a letter/icon for a given option to appear (ex: foreign characters). Swipe Senstivity=the sensitivity of the swipe motion. I mean, come on....
