There is an arrow that constantly blinks by the signal meter. Is it just picking up service or is there somthing running that I didnt close out of?

The one that points down/left means data is coming in. The one that points up/right means data is going out.

it means data is being transmitted.

i typically see mine when going into or coming out of an application or any time the phone is attempting to perform a function for that matter...i'm 99% sure that it's just like the hourglass on your pc that tells you your computer is thinking and trying to do something

could that be the reason my battery drains fast? seems like I have everything closed out.

doubtful. do you have GPS on?

Yea it says location on under GPS services

i'd turn that off as it drains a lot of power since its constantly sending info

It's simply data going both directions, nothing else and no extra battery drain other than normal data transfer.
