    The crosshair icon represents your GPS. If you have concenctric arcs emananting from the side of it, then you have Location Based Services enabled. No arcs means 911-only GPS services.

    Go to options>advanced options>gps and switch gps serviced to 911 only
    I'm not sure if it effects your app memory but heard it may drain the battery.

    I don't know about Location Based Services, but all the mapping apps definitely use data: Google Maps, BBMaps, etc, they all download their maps using your data connection. If you don't have unlimited data, you probably don't want to use them.

    That should be right. Otherwise you'd be getting charges for something you didn't agree to pay for.
