I highly doubt the 9500 and 9530 have WiFi Voda/Verizon said they wanted it out. Makes on sense to add it for it to be 'unlocked' with a 9520 software update 4 months later.
It actually makes perfect sense from a manufacturing cost perspective. It costs RIM less money to make one hardware revision then 2 or 3. And the model branding is not something the OS controls, so it's not quite as simple as you think.
