Creative e-bay marketing at its best, get the customer to commit to a long term (2 year) agreement then give them the phone. Sounds like any other wireless dealer to me
looks like a wireless vendor who is selling storms along with a service contract and taking advantage of the buy one get one deal... or in other words, getting you to commit to a phone and plan , and most likely keeping the freebie... the workings to do this are a little more detailed than I am explaining it, but sounds to me like someone tryong to come up in a somewhat legit manner... I personnally would be wary of this deal myself...
