Camera not loading
When I try to load the camera on my Storm (9530) I get this message- "Could not start the camera. Close other applications and try opening the camera again." I know I'm not the first to have this problem because I've read previous threads to this effect, and I have tried to restart several times, but that doesn't work. I've also seen that uninstalling Slacker Radio has helped some people but slacker does not appear in my applications list to be able to uninstall it (even though the icon is still on the home screen).
Can anyone help me with either of these two problems?

What is your OS Version?
Also have you ever installed Slacker Radio? If not then its most likely just a link to download the program (A gift from Verizon) and is not actually installed on your device.

v4.7.0.148
and no, I have never actually installed Slacker

Then Slacker has never been installed and can be ignored and hidden. :)
As far as the camera, click and hold your BB key until a popup menu comes up and see if there are any programs running with the expection of messages, phone, home, browser, and BBMessenger.
Also do you feel that any 3rd party applications maybe effecting the camera? Did you install any apps and then the camera failed?

I don't use the camera very often, so I'm not sure how long this problem goes back.. I just noticed it yesterday for the first time. I have a couple 3rd party apps installed, but nothing too exotic- Google Voice, Gmail, Viigo (those are my most recent installs), but none have been installed since the last time I know the camera worked. I'm in the process of deleting some to see if that fixes it, but so far no luck...

And Google Maps and Google Voice apps also run (even if I exit out of them)

The error message makes me think that the camera is complaining that a running application is causing it to not be able to start. Since you say Google Voice and Google Maps are running uncommanded I would try deinstalling those and see if that helps. The only other things I can think of is a botched OS install, or a hardware issue with the device itself.
You make think this is a stupid question, and I apologize in advance, but when you said you restarted the device, you meant battery pull right and not just use the red hard key right?
-
Yea, I've done a battery pull and a simulated pull with Quickpull, plus it's rebooted from uninstalling some apps... nothing works. and I managed to get voice and maps to stop, so it's only those basic programs running now, and still nothing. I updated my OS months ago, so I don't know why it would suddenly now cause problems... but I'm up for just about anything, are 5.0 leaks out yet?

5.0.0.140 is out, but I think its still pretty new and causes more bugs than it fixes :) I would recommend you hold off on it until the bugs are fixed.
As I said, I dont know what else would be causing this issue other than an OS issue or a hardware issue since we have eliminated 3rd party applications as a possibility.
Maybe someone else has any other ideas?

Here is the RIM KB article about it.

I appreciate the help. Unfortunately, I tried wiping the phone and that still doesn't work.. so it's a hardware problem... Verizon will be hearing from me this afternoon.

Try cleaning the lens cover or see if the camera lens is shifted. I had this problem for a while. All I did was inspect my Storm camera and there was a smudge on the plastic cover, cleaned the cover and all was good. I just read this fix on another persons post and wanted to pass it on.:)

I have this problem also, after many wiped and fresh OS installed the problem remain. Many people have this problem, and most of them need HW replacement. Unfortunately I bought mine in ebay & I unlocked it myself, so don't have warranty.
As this time I just wiped it again & try to install fresh 151 to it
