I seen this for a couple of different phones. I tried searching but I dont think I was looking at the right information

I have Time Warner Cable at my house. I was wondering was theyre a way that I could connect my phone to my Cable box, and stream all of those movies that I save to my HDD on the cable box...

If so then how much does it cost. and where can I get it
