If you're willing to take the time to transfer the pictures off the phone, sure. I'm not sure if the phone has any built-in cropping or resizing ability.
Upload whatever photos you wish to your Blackberry storm. Once you are viewing it under your Media folder, zoom by double clicking appropriately and moving the image to however you wish to fit the screen. Press the blackberry button and then set as wallpaper.
