I'm sure there are always those on here that have inside information, but, are not allowed to disclose all that they know. Since good OS betas usually become "official" on some carrier, I would enjoy the beta leaks. You could be waiting awhile for some carriers.
Not until the fall at the earliest. Back in March/May there was discussion that RIM was hoping to get it out in September, but I think it's likely going to be longer than that. If I had to guess, I'd say November, around the same time that Storm 2 comes out.
Note, this is just a guess, so take it for what you might. But I wouldn't hold my breath for the September date that was originally thrown around.
