No client needed. And BIS is your internet service. BES is the server.
BIS does not work with ActivSync and there are a couple vendors that offer a activsync client.
BES (which I think the OP mis-typed as BIS) IS too expen$ive for most medium to small businesses not to mention the amount the wireless carriers add on monthly for that "BES" data service which is a throw back to the days when data packages were not common and that premium BES data service allowed full data access to the device.
Google "Blackberry ActiveSync Client", catch is that I don't believe there is a free client for the BB.
I agree in many cases BES is overkill. A free activsync client would be a good thing.
You don't really need a activesync client, what you can try to do is get BIS for the BB and then set up main for your Exchange OWA. There are a few limitations, but it all integrates very nicely in the default BB Message application.
BIS email sync is not the same thing as Activsync or BES services.
The problem is that the OP is trying to work around is the cost of BES which I'm fairly sure they mis-typed it as "BIS".
Sure BIS may work for EMAIL with MS Exchange if the Exchange system has POP3 or IMAP open on the public internet but it's only email. NO contacts and calendar with BIS.
IF an Exchange system is supporting Activsync on the public internet, a Actviesync client works VERY good in receiving email, calendar and contacts sync.
Due to marketing and developer agreements between Microsoft and RIM, activsync is not encouraged with Blackberrys so that RIM can receive an premium income from BES sales and the wireless carrier can receive a bogus upcharge for the addtional "bogus" BES data service.
BES is a solution that is better than anything else out there but such comes at $$ cost, most organizations are faced with shrinking budgets and it's not unreasonable to be looking at the expense of BES as a place to cut.

Am now on a bes server but astrasynch is a good solution and their customer service is out of this world!!!!!
Astra sync is ok but BES express is a better way to go if you have your own mail server and want to control some of your users.
Blackberry 10 devices are supposed to sync directly with Exchange ActiveSync. You will be able to enforce some exchange policies like password, but I'm guessing things like Blackberry Balance won't be an option.
