I have a potential solution, which also has the added advantage of being set to "required" (preventing users from removing it).

Write a very basic (this would be very easy to do) application, that just invokes the web browser with the desired URL. You would then just distribute the BAR file through BES. Here is a link that may help you (I can't hyperlink yet, sorry):
