I've got one of those $89 Telus pre-paid Q5's running on the newest 10.3 offered by Telus.

Every so often my Alt and B keys just stop working. I can press them both and nothing happens. After pressing them for a few minutes they might start working again but not always. Restarting the phone always fixes it as far as I can tell.

Is this even something I can fix or should I just grab the receipt and head back to the store?

I haven't seen this issue with my girlfriend's Q5, which is also one of the ones through Telus. Try a hard reset first by holding down the power button for about 10 seconds or so, continue holding it through the shutdown screen and BlackBerry logo, and then finally release it when you see the BlackBerry 10 OS loading screen come up (with the BlackBerry logo and progress indicator around it).

If that doesn't work, I'd advise taking it back while you're within your return period. If you purchased it at Future Shop, head to your nearest Best Buy to perform the exchange.

This seems quite unusual because the Q5 is by far the most reliable of the BlackBerry keyboard devices. Don't hesitate to return it.

Going to have to return it. Nothing makes it go away permanently.

Update: the Q5 was returned and replaced. All is now well.
