Have a Q5 with 10.3 on it. Trying to wipe but does not have a sim card in it . Asking for Blackberry ID. anyway to get it to wipe without having to get another sim for it?

The SIM has nothing to do with wiping it.
A good practice when wiping a BB10 device is to turn off BlackBerry Protect, to do so go to settings , BlackBerry Protect and touch the toggle to turn it off. It will ask for your BlackBerry ID password, enter it and tap OK.
Make sure it's actually off then go ahead and do the wipe.
As a heads-up, if the device was bought used and you don't have the blackberry ID password, or username, you will need to get in touch of who you bought it from, so it CAN be wiped.
