I've had this problem for quite and i found a fix that worked for me and I think it's the right way to fix it.
So apparently the camera can't be started because of a random app running in the background during an update. In order to fix it, you need to use the battery completely, till it's depleted. Then just charge up you phone again and voila! the camera should be working again.

For some reason this doesn't work if you just take out your battery. you need it to drain completely. And you might need to do it a few times (for me it worked after the 2nd battery drain)

    Hope this helps!

some of the OSes people are suing do not allow them to drain their batteries completely without issues. I hope everyone take this advice carefully before doing such a thing

Had the camera issue start after 10.3 on my q10 (among some other issues), stopped using it and got a q5 instead until the slider comes out. Might have to dig out the q10 and charge it up and see if that fixes my camera problem too.

    Loving the q5 too, btw.
