Many people unlock telus BB's and use them on Rogers.
Just unlock, pop in your rogers simcard and it will work right away

The LTE won't work. I have a SQN100-3 (Rogers) on Telus and I get the 3G only.

I'm buying the device second hand and there is no active account on the phone with rogers...
It's not a problem, give them the imei and they're by the new crtc law obliged to unock it.
