I think OP is referring to true wifi calling, i.e. if someone calls your NUMBER and you're connected to wifi you can pick up and your voice is routed via the wifi before going back onto the network, and the call counts towards your monthly minutes limit if applicable. This is useful for people in locations where they have wifi but poor (or zero) cellular signal strength due to lack of carrier towers or just poor indoor penetration.

Skype is not quite the same thing - it's based on a separate account and only people you manually added to skype contacts can call you. With real wifi calling anyone who has your actual phone number can call you if you're connected to wifi but have poor or no cell signal.

I'm in Canada and I like WiFi calling because I sometimes work from home in my basement and have poor reception. Rogers had different plans, but the one I prescribed to was $5.00/month and with that package I still used minutes from my plan. They had more expensive plans that did not use minutes.
