It sounds like your carrier is experiencing an issue with connecting to the BlackBerry Infrastructure. You can try going under Settings > About > Network, then tap the menu button (three dots) and then tap on Register BlackBerry to see if that helps.
You can also try performing a hard reset -- to do this, turn off your BlackBerry Q10, remove the battery, hold down the power button for a few seconds to drain any residual power, then insert the battery and turn your phone back on.
