It is only available to business customers with BES 10.
It is not available to consumers.

Only if you are on a BESX server and it is enabled by the administrator will you be able to.

I bet lots of UK folks wonder this after seeing the Z10 / Q10 with Balance shown on UK tv advertisements.

Yeah this is a bummer. It's too bad Balance isn't offered to the everyday user. Even if it was a scaled down version then what the Enterprise user would have.
It would still be nice to keep work and personal seperate!
Not everyone wants or needs to cough up the money for a BES. Don't forget about the little guy!

Yes, the adverts seem to suggest that it's standard that all Q10 consumers will be able to separate work and personal use of the device - this is extremely misleading.

Get a BES.

Since that's likely impossible in your situation, then no, you can't have Balance.
