I'm going to assume you're not asking about leaked versions because you use the word "officially".

The answer is probably never. BlackBerry is releasing the Passport with 10.3, but the Q10, Z10, etc. aren't likely to ever see 10.3. They are instead slated to get 10.3.1 in a few months. That's what carriers will most likely push out to their subscribers.

This is how it went with OS 10.2. The Z30 had it at launch, but the Q10 and Z10 never got it. Instead, they got 10.2.1 a few months later. Most carriers outside of the U.S. pushed 10.2.1 in January, if I recall correctly. Verizon, AT&T, T-Mobile and Sprint were behind the curve, as usual (no pun intended).

That's not true. I bought my Q10 with 10.1. They pushed 10.2 first on the Q and later 10.2.1. They chose however (and that's true) to skip 10.3 for 'old' phones. Why I don't know.
