I recently got accepted a scholarship for a year of Mandarin studying starting in the summer
My beloved Q10's Model number is SQN 100-3 and currently using 10.3.1 on Rogers in Canada

I keep reading online that bbos can't connect to data services in China

    So specifically:

    1) Can I use my phone as freely as I do in Canada?
    2) What carrier offers the best bang for the buck?

Depends what you mean by "use".

Yes, it will function fine, GSM, LTE, etc. all fine. However, unless it is unlocked, you can not use a local SIM. IF your phone is unlocked, you are off to the races - just pick up a pay as you go, and you are fine.

You may discover some political reasons for limited access to certain sites, but that changes daily. And in the end likely won't even notice for the most part. China Mobile is fine.
