Is something wrong with pulling down your top bar and tapping on mobile network?

There's no shortcut to turn on/off data services.
Even in 10.2.1, you need to swipe down from Quick Settings - Mobile Network , then you can choose to turn it on/off from Mobile Network tab.

Do the newer versions have the Mobile Network shortcut too like for Wifi?

There are some 3rd party apps you can install to give a direct shortcut to turning off data services, ie "Airplane Mode" or just WiFi/Carrier data.

In OS versions 10.2.1, you can have "airplane mode" on a "quick menu" whenever you swipe from the top of the screen if you want. Same with WiFi on/off and Bluetooth on/off separately if you want.

Otherwise just go into the network settings from the general settings menu.

Ahh 10.1... that explains a bit more. The short cuts still suck though, all they do is launch the settings menu, they're not really a shortcut in my opinion. It's no different than tapping on settings and going to network connections. To each their own though.

    The shortcuts don't suck.

By tapping the picture icon instead of the word it actually works as an on/off switch. By clicking on the words "wifi" or "alarm" for example is what brings up the settings menu.

To OP: Although there isnt a specific data services shortcut.

Thanks to all. No worries, though I would have liked a shortcut.

Since you're on the Q, just type "data" and you'll get a search result to Mobile network settings (this will work on 10.1). From then on if you click the search icon you'll have an icon for "Mobile network". Still not really a shortcut but it's close.

Before the new quick settings in 10.2.1, I used this method to create search shortcuts to settings that were buried deep (like data services) .

ShortcutMe claims to be able to go to a specific sub-section in the Settings app:

ShortcutMe also allows you to create unlimited number of icons on BlackBerry® Home Screen.
Each of those icons can be:

    - a shortcut to call a number
    - a shortcut to a web page
    - a shortcut to the BB Settings page
    - a shortcut to a sub page in BB Settings page
    - a shortcut to BlackBerry World
    - a shortcut to My World in BlackBerry World
    - a shortcut to a category in BlackBerry World
    - etc
