It would mean it is setup for the EU region, which could mean the charger included and possibly the keyboard (currency key/ QWERTY or AZERTY) and regulatory labels. For example the German would probably say EU - AZERTY.
I had a PlayBook that was for a different region and it came with the universal charger with different mains adapters and the regulatory labeling on the Playbook was different.
