    My Verizon Q10 received it at the same time my father-in-law's AT&T iPhone did. Mine even had a blue star icon next to it in the notification quick-view drop-down. Options buttons were "Dismiss" and "Minimize." I read elsewhere that some people got them at different times, or it could be a settings issue.

    I'm on AT&T and got it, as mentioned it was a blue star

    It was reported that it would be sent out at different times during the release window. It had nothing to do with settings.

    Trump decided it would be best if he was able to send a text to literally every mobile phone in the United States. It's supposed to be used for national emergencies, which I would think would be a once-a-generation text, but they tested it out for the first time a week ago.
