No more press and hold the volume up button. All that does is crank the volume. As far as I know now, you need to take out the phone, navigate to the screen that shows what's currently playing, tap on that screen and then you'll get your double arrows to skip forward or back. What used to be a simple, discrete press of a button from inside a jacket pocket has turned into a major deal requiring you to give the phone your full attention - and to look at it. Good luck if you happen to be driving. Better not risk any lives...just wait until the song's over and hope the next one is better. This OS is full of little annoyances like this...hope it improves with time.

The option you're looking for to enable the shortcuts is under "Main Volume" in the system settings.
