No you don't need an app BUT you do need to download using your PC NOT your BB10 device. Download to the desktop of your PC, unzip the file, plug in your BB10 device then click on the autoloader.
when I opened that autoloader link it showed
“folder link unavailable ” due to the reasons
• the folder link has been removed because of ToS/AUP violation.
•invalid URL -the link you're trying to access doesn't exist.
•the folder link has been disabled by the user.
This is the problem when I open that BlackBerry autoloader link.

Not sure what your problem is. The link works fine on my Win10 machine using FireFox or Microsoft Edge browsers.
I'm also able to open the link with a Windows 10 computer using Google Chrome. Maybe try closing all browser tabs and then try? Again, no need for the Mega app, download using the browser.
