Last night I upgraded to 10.3 then I downgraded to 10.2.1 then problems started to occur. First eventhough I try, I cannot get any of my contacs working on the phone, names always disappear. And not there is a new problem, The sim card is not compatible, I can make calls but the network is gone. I checked all the security things about sim card and they are all unlocked.

Check out the "Radio".BAR-File... else, I have no other hint... you might got a 10.2.1.xxxx but need the radio-file of 10.2.1xxx(x+1) if you understand what I mean... please write your whole 10.2.1.xxxx version number and let the comunity check the exact radio-file for you... besides, you have to write us your device SQN100-1/2/3/4

Because u down graded from a higher OS, some of the old files my not have gotten over written. Reinstall the lower OS again.
You did use an Autoloader to down grade right?

that's why I never install leaked OSes
Did you back up your phone before trying to install 10.3? If you did, you could wipe your phone and reload your data onto it.
