Did you stop the wipe (or your battery drain during the process) ? It can take several hours.

The only solution you have here is to reload the phone through BlackBerry Link (Reload is an option in preferences, not a "factory reset"). As your phone is already wiped, no issue to do it

Why not just go to the website you just listed: bberror.com/bb10-0015

It will tell you to reload your OS and how to do it using BlackBerry Link. If you'd rather not use link there are plenty of other options here in the forums.
