Since I only use pay as you go with my phone, which menu do I use to determine how many minutes or how much data I have remaining on my BB Q10?

This largely depends on the carrier that you are with. Most carriers will offer some sort of "My Account" functionality where you can track voice, text, and data usage. In addition, in most cases you can dial *611 or #123 to hear your usage.

In BlackBerry 10.3.1, you can set a data limit under Settings > Data Management. Here, you can configure the amount of data and the reset date to help you track and manage data usage on your BlackBerry Q10. (Note: This isn't a replacement for monitoring through your carrier as values can be slightly different depending on how you've configured it. I would recommend looking at your carrier's usage page for the exact amount of data remaining as well as the expiry date and configure as applicable).
