No hub can't be changed.

AFAIK a dark themed Hub will be featured in 10.3.1
Regarding the solid black wallpaper: Just create one yourself, even using MS Paint will do the job. You should also be able to download one somewhere with Bing or Google searches.
Hopefully not double-typed with my Q10
