What OS are you currently running ?

First, check Settings > App Manager > Installing Apps to allow apps from other sources to be installed.
Next, did you have any Android app already installed on your phone that runs ok ?
it's the latest OS: 10.2.1.3062 and yes I was able to install one app that works well - Simplenote. But I cannot install Skype and LastPass and I cannot find Google Hangouts and this is kind of deal-breaker. I knew that BB lacks apps but this is just too much, if I'm not able to install the basic ones :|
10.2.1 ? OK, I also had problems with Android apps on that OS Version and I moved on to 10.3. If you're willing to load up 10.3, it may help you out. But if not, then sit tight because q10 won't officially get 10.3.

True, but 10.3.1 will be available by the end of the year for the Q10.
That said, I guess the previous owner of your Q10 broke something in the Android Runtime. You have 2 choices before you :
The later is a leak, but with the upgraded runtime, you will be able to use some apps that you can't right now. The former is an official release and you will not encounter bugs from the current beta.
- Reload the OS with BlackBerry Link (hint : it's not the Factory Reset option)
- Use an autoloader to install the beta 10.3.1 release
Skype is on BlackBerry world if it makes it easy for

I tried that but it's stuck in "Initializing. Please wait..."
Thanks, will give it a try
Updates: I was able to install everything I wanted, some of the apps from BB, some from Amazon and some from Android (APK). Installing is a breeze, they all work great and I'm very happy.
How did you fix the initializing, please wait problem
