I, living in France with a 'Free' set-top box, can control that with a specially made BB10 app - on/off, channel changes, volume changes, mute, record/playback, etc... - so, although not the television itself, it's just as useful for me.

I'm not sure about controlling it directly, you would need some sort of IR blaster. I have Comcast cable and they offer an android app that lets you change channels. I was able to get that side loaded and it works alright. Maybe your cable provider offers a similar app?
