Call Blocking and Blackberry Balance

Ola Blackberry peps,

I have been using my blackberry Q10 for 4 months now and I have been loving it.
There are a few things I like to be changed or havent found a solution yet\

the first thing that bothers me

Why is there no in-built call block facility to filter out spam/non-contact messages baked into BB 10.2 +?
I found a solution using "Parental controls" but this is useless when Blackberry Balance is turned on.If I disable Blackberry Balance my corporate email and contacts are dissappeared

Is there a way to enable parental controls and Blackberry balance at the same time?
Or disable blackberry balance and configure enterprise email,so parental controls is accessable?

I tried searching for Parental controls from the global search,it shows up,but refuses to open since Blackberry balance is turned on !

Second thing

Is there any free or paid apps that allows text messages only from contacts?I dont want to see the blocked messages or their count,
