    Do you have a BIS plan? UAE carriers require BIS, maybe Saudi carriers do too...

    I had the same issue. I believe I solved it by reinstalling bbm then it went away.

    In saudi arabia STC are not support Q10 for BBM. i tried mobily and zain both are ok.
