My little 21 month old baby boy knows how to use the BlackBerry Q10, he uses it to watch cbeebies, youtube and few games I've d/loaded for him.....

BUT the problem is, he seems to end up ringing people as he knows how to go onto my call list and call people, it's ok if it's family but sometimes ends up calling by business contacts and trying to have a conversation..

Is there anyway to stop him being able to call people or how to I put an outgoing call bar when he is using the phone?

You can enable parental lock before giving him the phone, check what options are available.

I think that restricts who can call or text the phone on parental lock..doesnt say anything about outgoing calls

Small boys are resourceful so I don't think there's any solution which keeps your phone live on the cellular network. The only method seems to be to turn off cellular and let your apprentice play on WiFi only. However you would lose incoming calls, although you could work around this with call divert "when unreachable".

On balance the best solution seems to be to look for a spare phone which he can use - without a SIM.

Yep, those Chinese android tablets are good mind you, my 3 year olds have both gone through 3 tablets due to negligent use. I got them leapfrog instead.

Not sure if it's a good idea to let a 1 year old plus kid to be using smartphones / tablets so soon. Password lock your phone. Or just keep it out of reach.

Could try real parenting vs surrogate parenting via a phone.

Still in a young age where visuospatial development is ongoing. Would be a pity to waste these years on a phone alone

Type "Parental Controls" in universal search mode and you will find an answer.

Go into the phone app, swipe down for settings, go to call blocking, click on block all outgoing calls.

Usually specific to each account (goes with your SIM) and on UK networks usually blocked (not enabled) by default so you may have to grovel to your network.
