There is something that I do not understand. In the commercial images, I always see those two phones being compared. Shouldn't it be Q10 rather than bold? Why is BlackBerry ignoring our devices?

Because the target audience for the BlackBerry Classic are the people who are still using their old 9900's, hence the comparison. They're not ignoring anything, as they're still bringing out updates for all BB10 devices.

When I saw the advertisement I initially thought the same thing but realized it marketed toward Legacy device users.

The Classic isn't really a Q10 successor, so they do not market it besides the Q10. Instead they keep aiming at people who had their own problems with the Q10 the time it got released:
Legacy OS users who had their own problems adjusting to the new BB10 device(s). The missing trackpad, missing OS features, problems using touchscreen only.
BlackBerry adressed those problems with the Classic. Not only the brought back the trackpad and toolbelt, but they also included missing features like shortcuts, sound profiles, LED options and so on.
Not showing it off against the Q10 has additional reasons which can be found within this very community:
Putting both against each other on paper doesn't really make the Classic shine. It is the reason why so many existing BB10 users were outraged and plain disappointed by BlackBerry regarding the Classic. The same internal specs, just a slightly larger (and even not removeable) battery, slightly larger screen yet less ppi (at least on paper), besides trackpad and toolbelt nothing really new was added.
All that being sold at a much higher price than the Q10. So existing users who were looking for an upgrade in a few months have a hard time justifying to get the Classic - essentially a very similar device.
