Must be a issue with leaked OS.

Was ok for first few days then issue arose

Deleting 'viber' enabled my Accounts settings

I had the Google Settings app installed (for some reason). Seems some Android apps can cause the Accounts tab to never load. Try removing any Android apps you've installed (mostly apps that require login details) one at a time to pin down which one is doing it.

So far I've seen Viber come up a lot, so I think it might be one to look at, and in my case it was Google Settings (and Google Search). I'd tried pretty much every other solution I'd seen before that, and it was all that worked.
