I guess I'm wondering which would have the clearest playback once sent to someone via MMS.

4K/30 would be the clearest for normal shooting
1080/60 for fast action
1080/60 is going to double your file size, 4K/30 is going to be a massive file.
The default 1080/ 30 is already overkill for MMS, 720/30 should be plenty good for that, and much smaller file size.

I would suggest sticking with 1080p30. 60fps will not be as capable in lower light due to the shorter exposure time per frame. 30fps will show less noise. Also, unless I'm mistaken, videos sent via MMS get resized & recompressed typically - I can't imagine a carrier wanting to stream a 2MB/sec video file over MMS.
