    I saw this question, but cannot find the original post.
    Anyway, I was able to fix my voice input / dictation to again properly input punctuation as follows:
    Settings / Language & Input/ Blackberry Keyboard Settings / Advanced / Under "Voice Input" turn off the "Enable built-in voice input", which will then use google voice (which recognizes punctuation marks when said during dictation)
