It wasn't taped to the front of the At&t box? Why don't you contact the seller? EBay protects the buyer so if they won't respond you can get your money back

Actually PayPal is a separate entity now, money disputes are there. So he should post his PayPal credentials, we'll take it from there.

I bought one of these. The unopened boxes came with a page taped to the outside of the box that had the instructions to unlock it. I had to purchase a t-mobile Sim card for about $10 at target and once I popped it in, it prompted me to enter the unlock code - easy peasy.

If you didn't get this page, contact the vendor, hopefully they have a record of the unlock code on file.

Yeah you can try contacting both eBay and PayPal about your situation and if eBay has found that the seller is not doing what they should do then you may ask for a refund
